Currently there's nothing I need to ask just because I don't know where to start . Anyway , I think I'm fine now , I'm getting familiar with this forum . Oh wait I need some one to translate these text into English , thanks a lot:
1 normal user download group: users when "威望" = 0 ，download speed 15KB/S , only 1 session，max online 50 users 2 middle user download group: users when "威望" >= 1 ，download speed 50KB/S , speed & session up with the "威望" credit. 3 high user download group: all admin group member，speed at 500KB/S
user group limit：（"威望" >= 1）
when "威望" = 0，allow all list，download 15KB/S only 1 session，kick out the FTP server every 60 minutes. when "威望" = 1，allow all list，download 50KB/S only 1 session when "威望" = 3，allow all list，download 80KB/S only 2 sessions when "威望" = 5，allow all list，download 100KB/S only 2 sessions when "威望" = 9，allow all list，download 200KB/S only 2 sessions

威望 means prestige. You earn prestige I imagine from uploading and posting. Basically if you are not a leeching asshole, your 威望 or prestige (reputation) should also improve. This system seems to be designed like most others in the sense that it gives users incentives to upload content and keep the community alive.
